30 October 2019

On November 5, 2019 the State Committee of Information Technology and Communications of the Kyrgyz Republic puts into circulation a Kyrgyz Express Post postage stamp: “Turdakun Usubaliev, 100th birth anniversary”

In 2019, Kyrgyzstan celebrates the 100th birth anniversary of Turdakun Usubaliev (1919 - 2015), a distinguished Kyrgyz public and political figure. To mark this anniversary and to comply with the request of the State Committee of Information Technology and Communications of the Kyrgyz Republic, KEP organizes an unscheduled issue of a commemorative postage stamp.

Turdakun Usubaliev was born on November 6, 1919, into a Kyrgyz noble family, in the village of Tendik in the Kochkor District of the Naryn Region. He received his higher education at the Kyrgyz State Pedagogical Institute and began his career path as a teacher. After graduating from the Higher Party School of the Central Committee of the Communist Party in 1945, he began his long-standing party activities, first in Moscow and then in Kyrgyzstan. For almost 25 years, Turdakun Usubaliev was the First Secretary of the Kyrgyzstan Communist Party Central Committee, leading the process of economic and socio-political development of the Kyrgyz Soviet Republic. It was during this period that the Kyrgyz Soviet Republic developed from being a backward region, to become a dynamically developing agricultural and industrial region of the USSR. The republic also made great progress in the field of social and cultural development. During these years, the whole world learned about Kyrgyzstan after reading the works of the outstanding writer and thinker, Chinghiz Aitmatov. The genius of the Kyrgyz nation was also fully manifested in other achievements in science and art.

Of particular note is the huge role played by Turdakun Usubaliev in the transformation of the capital, Bishkek (then called Frunze). During his leadership, Manas Airport, Government House, the National Philharmonic, the Sports Palace and other significant facilities were built. Assessing the contribution of Usubaliev to the development of the capital, Chinghiz Aitmatov called him the true chief architect of Frunze city.

After Kyrgyzstan gained independence, Turdakun Usubaliev continued his active political work. As a member of Zhogorku Kenesh (the Kyrgyz Republic's Parliament) from 1993 to 2005, he made a significant contribution to important state decisions, promoting the consolidation of the sovereign Kyrgyz state.

The long-standing, fruitful activity of Turdakun Usubaliev was recognized by many state awards of the USSR and of the Kyrgyz Republic: two Orders of Lenin, the Order of the October Revolution, the Order of Friendship of Peoples, the Order of the Red Banner of Labour and the Manas Order of the First Degree. He was awarded the title of Hero of the Kyrgyz Republic and presented with the "Ak-Shumkar" badge of merit. In addition to the portrait of Turdakun Usubaliev, on the KEP stamp are also represented the Kyrgyz Republic state decorations of this great politician.

For a proper commemoration of the Turdakun Usubaliev anniversary, a national organizing committee was formed, headed by the Prime Minister of the Kyrgyz Republic. Also, a plan of activities was approved, which includes the issue of a commemorative postage stamp. With this issue, KEP is honored to contribute to the 100th anniversary celebration of this outstanding Kyrgyz politician.
